Size of Government and Taxation
I support limited government and maximum personal freedom consistent with an orderly society. I believe that, today, government is over-extended, unnecessarily intrusive and too costly. Government at all levels now consumes over 30% of personal income. I will support no further tax increases on Maryland citizens and will support responsible tax cuts.
Immigration
We are a nation of immigrants and should be welcoming of immigrants – as long as they come into the US legally. I believe that illegal immigrants should not have access to the rights and benefits of citizens and legal immigrants. I will support legislation that ceases the practice of giving the rights of citizens to people that come into our country illegally.
Health Care
America has the finest health care delivery system in the world. However, our health care system suffers from two major problems: health care costs are too high and too many (about 800,000) Marylanders are uninsured. To reduce costs, I will support significant reform of the health insurance market and reasonable steps to reduce frivolous lawsuits that drive up costs for everyone. To reduce the uninsured population, I will support a system of universal, private, health insurance in which all Marylanders have health insurance.
Education
I believe that the American public school system is one of the great achievements of our society. I strongly support our system of public education. At the same time, that system is in need of significant reform. Nearly one-third of Maryland high school students are failing math and English, and State-wide drop-out rates approximate 20%. I will support efforts to improve the performance of Maryland public schools and will support educational alternatives, such as school-choice programs, charter schools, magnet schools, private schools and home-schooling.
Traditional American Values
I am committed to traditional American values, including traditional marriage, religious faith, thrift, and individual responsibility. I will support legislation consistent with these values.
Respect for Life
I believe that human life is special and merits profound respect and protection. I will support legislation that protects and preserves human life.
Environment
I am concerned about the health of the Chesapeake Bay and the quality of air in our region. I will support legislation that will enhance the quality of air and water in Maryland and that will restore damaged waterways.
Crime
Maintaining public order is a critical and basic function of government. Citizens have a right to be safe and to feel safe. I support more-determined efforts to stop criminal violence, including adoption of stricter laws against sexual predators and a three-strikes-you're-out law to stop repeat offenders.
Second Amendment Rights
I believe in our natural right to protect our properties, our families, and our liberties. I therefore support the rights of law-abiding citizens to keep and bear arms. I will oppose further encroachment on those rights.
Business
Economic freedom is an integral component of our overall freedoms. Our system of free enterprise is the source of our Nation's vast economic power and our material well-being. I believe that government today, through over-regulation and other market distortions, encroaches inappropriately on our economic freedom, resulting in slower growth, higher prices, and fewer jobs. I will oppose unnecessary laws and regulations that reduce employment and economic growth.
Property Rights
Strong private property rights are a fundamental aspect of a free society. Maryland's eminent domain law gives far too much discretion to the government to seize people's homes and businesses for economic development. I will support a Constitutional Amendment that protects property owners against unjust seizures.
